Individuals who apply for asylum must go through a complex and controversial legal process to obtain a residence permit, the cornerstone of which is a “hearing” before a Territorial Commission that determines whether they will be granted one. This article analyses the preparation for the official hearing, during which the applicant is assisted in producing a sufficiently credible oral and written narrative, defined as the “collection of memories” of the asylum seeker. This paper aims to address the central importance given to “memory” in this process, the only tool the applicant has to produce a narrative that will then be the sole evidence on which the Commission will determine its credibility. The text, therefore, focuses on an in-depth description of how human memory works, to show its volatility and controversy. It then develops into a critical analysis of this moment, which frames the ability to narrate and, above all, to remember into objective evidence, when by its very nature it is not. Additionally, it does so on the basis of a purely ethnocentric view. Finally, the role of clinical and psychiatric devices in this process cannot be overlooked, as they are only used to further investigate the memory of the applicants and prove any “disorders”.
Gli individui che compiono una richiesta d’asilo devono affrontare un iter giudiziario complesso e controverso per ottenere il Permesso di soggiorno, il cui fulcro è il “provino” presso una Commissione territoriale che ne stabilisce l’acquisizione. Questo contribuito analizza il momento di preparazione all’audizione ufficiale, in cui il richiedente viene supportato nel produrre una narrazione orale e scritta sufficientemente credibile, definito come “raccolta della memoria” del richiedente asilo. Qui si vuole affrontare la totale centralità che viene data alla “memoria” in tale processo, unico strumento che il richiedente ha per produrre una narrazione che costituirà poi la sola prova su cui la Commissione si baserà per determinare la sua credibilità. Il testo, quindi, si sofferma su una descrizione approfondita del funzionamento della memoria umana, per mostrarne la volubilità e controversia. Si sviluppa, poi, in un’analisi critica di tale momento che elegge la capacità di narrare (ed in primis ricordare) ad evidenza oggettivabile, quando per sua natura non lo è, e lo fa sulla base di una visione prettamente etnocentrica. Non è trascurabile, infine, il ruolo dei dispositivi clinici e psichiatrici in tale processo, interpellati solo per indagare ancora la memoria dei richiedenti, e comprovarne l’eventuale “disturbo”.
